That’s not a technical issue, it’s the way the wordpress.com platform works. To use third party plugins or themes, whether they are free or paid, you must upgrade to the Business Plan, https://wordpress.com/pricing/

As @staartmees mentioned, this is not a technical issue. WordPress.com offers several plans, including a free one. Each plan has its own features.
Plugin installation is only available on the Business and eCommerce plans. However, all WordPress.com sites have many features available in plugins already built in. So if there’s a specific feature or functionality you’re looking to add with a plugin, we may already have it available to you without needing to upgrade! Just let me know, and we’ll be happy to advise.

Hi there – thanks for your help. I was mainly attempting to get share buttons, but have since fixed the issue. Mostly my site is looking like how it does in editor, however, I’m having trouble with my header bar. For my blog posts, I use the single template, and the header bar is coming out extremely narrow, and cut off at the sides. Do you know what may be wrong, or what I could do to fix this? My site is set to private, currently.
