Hi there,
I am trying to collect the best practice advice and optimisation tips from experts when it comes to a NEW WordPress.com blog. I’m trying to cover advice that isn’t already covered by official WordPress.com documentation

That article, and most other articles you find on WordPress site optimization are intended for self-hosted WordPress websites, which are sites that you create on a “traditional web host” like Bluehost, GoDaddy, etc.
Those kinds of providers do not usually offer “WordPress specific hosting” so you usually need to jump through some hoops to get things optimized by yourself.
