WordPress.com does not have great functionality for dual language sites. If a dual language site is important to people, I typically encourage them to switch to a self-hosted WordPress.org site where are there plugins that will help you achieve the dual language setup.

I suppose I could have a seperate but identical site in the other language and a link from one to the other
Would this function OK?
Also I suppose it would need another domain name maybe a translation of the english domain name in the other language?
Are there any disadvantages, apart from buying a new domain, like… if I publicise on facebook I would need to publicise in both languages – a bit clumsy

Yeah, all that will work and is essentially the only solution on WordPress.com for multi-language sites.
And like you say, the disadvantage is that it is a bit clumsy. Though to be honest, you’d probably end up promoting socially in both languages anyway. Even if just to reach both groups of readers.
