  I’d like EITHER to put bottom borders on these tabs, OR to put a bottom border on the whole #header.

  Here’s how to do either, my favourite is the latter:

  .nav > li {
    border-bottom:1px solid #555;
  }

  #header {
    border-bottom:1px solid #555;
  }
