I am running this WordPress.com website for wordpress.org. We would like to have everything migrated as close as possible, we would love to continue to use Radiate, which we paid for earlier this year. Our content management support have agreed to install the theme on wordpress.org if we can provide them with a .zip file of the theme. Would this be possible?

Have you visited the theme designers’ site? You can download a free version of Radiate or purchase the pro version for use on a self-hosted WordPress.org install. There is no guarantee that the theme is exactly the same for both platforms but I guess the pro version is more likely to be the nearest to the radiate theme you previously purchased at WordPress.com.
