  Hi,
  The website tells me there should be a plug in button under dashboard… but I can’t seem to find it.
  Can someone please help me?

  Plugins are not available on wordpress.COM blogs (unless you want to pay a few thousand dollars a month for VIP). We don’t have FTP access to wordpress.COM sites, so you cannot upload plugins. You may want to consider a wordpress.ORG self-hosted blog, which is probably what the information you were looking at was referring to.
