Bio
Omer Ntougou Ndoutoume has 25 years of experience in the field of natural resource conservation (preservation and management): environmental policies and strategies, legislation, planning and institutional frameworks, development and enhancement of protected area networks (national parks, reserves, peripheral areas, classified forests, wetlands), establishment of sustainable financing mechanisms, ecological control programmes, wildlife management, public information and education, development and supervision of technical and scientific projects for the conservation of nature and biological diversity. He has also been able to acquire a good knowledge of forestry, having spent a large part of his career in ministries in charge of Water and Forestry.
Omer Ntougou Ndoutoume holds a DESS in management training (IAE - Université Paris 1 Sorbonne Panthéon), a DSUP in development project evaluation (Centre d'Etudes Financières, Economiques et Bancaires - AFD) and a Master II in international and comparative environmental law (University of Limoges).
Deputy Coordinator for the implementation of Gabon's national strategy and action plan on biodiversity (GEF funding and UNDP procedures) in 1997, he was in turn Senior Technical Assistant for the preparation of the Forest and Environment Sector Programme, then Study Officer for the Minister of the Environment, before being assigned by the Gabonese government in 2003 as a Project Officer with the rank of Operations Director for the implementation of the vast project of 13 national parks created by Gabon one year earlier. He was confirmed in 2008 as Technical Director of the National Parks Agency of Gabon, which he helped to create, and then as Director of Communications and Financial Forecasting in 2009.
Omer Ntougou Ndoutoume, one of the artisans of the implementation of the national parks sector in Gabon (contribution to the law on national parks, to the conservation programme and management framework plan, to the creation of a parapublic institution - ANPN) knows the world of aid agencies and financing institutions well.
For several years, he was Director of the National Parks Agency of Gabon, then Executive Secretary of the Central African Protected Areas Network.
Omer Ntougou Ndoutoume is also passionate about writing. He comes from a family rooted in the culture.
