Why I detected as suspended while try to import blog by old tools?

    at July 20th 2017, I would like to combine all of my blog, FYI I have 3 account with around 7 blog (I think this so awkward, due to all of this is my personal blog) than, I just want to combine all with export all first, While I try to import, I just informed that my blog was suspended, how come? how is solution for this? and how is right procedure to import?
