how to become admin / contributor / editor without a wordpress blog?

    I need to invite contributors and editors in my blog. I saw that it is necessary that this users are registered in wordpress, so each collaborator must have a blog?
    Or it’s possible to have a wordpress account without opening a blog? Can you explain me this, please?
