Scaling images not working

  When I add an image (in this problem a square one) and go to see the HTML there is a width and a height. Sometimes I adjust them, make both numbers equally smaller. I tried to test to change the proportion but whatever number I type, it stays square! (On both my blogs with different themes, just a coincidence that I picked those two?) or is it not possible using WP-com-version? My brother tried exact same thing on a blog that is made with we-org-program and there it works like a charm:-/
  Any ideas?
