Website desginer says he cant start

  Hi there! I bought this domain on godaddy, see I still need ssl certificate, and I have wordpress hosting on siteground. Now I paid this sitedesigner to design a site but he says he cant start because I hvae to transfer the domain?

  Can you tell me if that is true or what do I have to do to get started?
