  If you are referring to the free hosted WordPress.com blog linked to your username the answer is irrelevant and Staff do all upgrades, and as WordPress.com is on continuous roll-out, and our software version are upgraded here a full month before the version becomes available to self hosting folks with WordPress.ORG installs.
