  We do not restrict sites hosted on WordPress.com from being accessible anywhere in the world, so from our end you can view a WordPress.com site from anywhere.

  However, we cannot guarantee that people in China will be able to access the site, as we don’t have any control over the government or ISPs in that country blocking access to any specific WordPress.com site, or even all of WordPress.com. Should such a block be imposed in that country, the only way to access the site would be via a VPN.
