I own an existing domain, why does the site state that I can use it for $13/year when it’s requiring I pay $99 for premium?

Domains are no longer available for purchase or mapping individually. They are included with the WordPress.com Personal, Premium, or Business plans:

Ah, ok! Can you help me further, when I click on “I already own a domain” it only gives me the option for Premium. How can I opt for Personal and use my domain?
