  I’ve searched, https://en.support.wordpress.com/?s=404 and can find no info on how to manage the content on the 404 page generated by WordPress.com sites?

  At the very least I would assume we can add static content to either a special “404 page” or template somewhere….

  Is this possible?

  The blog I need help with is: (visible only to logged in users)

  WordPress.com does not offer the ability to set up a custom 404 page I’m afraid. If such a feature is important enough to you, you might consider migrating to a WordPress.org site.
