  I was creating a new blog with the free setup tools but it is asking for payment now.
  I completed all the check boxes for a free blog, but it is asking for an 18.00 payment.
  Why?

  That’s an AD. It’s trying to sell you the custom domain name upgrade. Just ignore it. Scroll past it and continue with the process.
