A theme that will index written articles

I am a retired government regulator. I help small family businesses understand regulatory requirements by sharing my experience. I do this via email and telephone. I want to do this via a website.
If the website were a book, there would be multiple chapters, In each chapter would cover a single regulatory subject. Each chapter would have multiple pages, each page covering a single topic within the chapter’s subject. There would be an indexed list of topics at the end where a reader can find the page number for the article covering the topic they want to learn about.
I tried a blog theme but I could not make it work. What I am doing is really not a blog, it is an indexed collection of short articles. I tried an educational theme but it was way to complicated. What I am doing is not teaching a course. I have searched for a theme using different key words with no success.
I am looking for assistance/recommendations finding themes designed to let me to do what I describe above: an indexed collection of short articles.
