  is there any way to add my website which is already coded and tested in the localhost

  Hi,

  Localhost is more or less the same (as far as importing) as a WordPress site hosted with a different web host (GoDaddy, Bluehost, etc).

  So you can use these instructions to export and import to WordPress.com:
