Access to a site data

  I’m working with a Non-profit organization that commissioned a developer to create a website for them. The site was to be completed and handed over to the organization in 2019, however, the developer stop communicating with the organization before completing the site. The organization would like to engage someone else to complete the site however they have no access to the source code. They have reached out numerous times attempting to engage the developer to get access. How can the organization get access so they can move forward?
