I got my wordpress and I have logged in but I can’t get in cheaterland as when I sign it says I’m locked out. I’m on my phone, do I need to be on a computer desktop?

Looks like you’re referring to cheaterland.com, which is not hosted by us (WordPress.com). That site is using the self-hosted version of WordPress and it is hosted elsewhere. Therefore, you need to contact your hosting provider regarding this.

If you’re trying to access the member’s area on that site, then you need to contact the site owner/administrator.
