  I would like to use a blog URL, but someone else is already using it. However, this person’s last post dates back to 2009. Do accounts get dis-activated after a certain amount of time? Is there any way I can obtain the URL? Or are there any ways I can contact the present user to ask? The website had no ”personal contact” section.

  No. And if they did it wouldn’t help you, because URLs are not recycled. See http://en.support.wordpress.com/recycling-blog-names/.

  WordPress will not provide you with contact information. You can leave a comment on the post, asking if the administrative might consider allowing passing the URL on to you.
