That is a self-hosted WordPress.org site, so the WordAds approval process is different.
You’ll need a paid Jetpack Premium or Professional plan: https://jetpack.com/support/ads/
Once you have that, you’ll be able to use WordAds immediately.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: http://support.wordpress.com/com-vs-org/
