  mysociety.wordpress.com already belongs to another username. It is not possible for you to use that address.

  It means this id doesnt exist yet.

  That site was registered to a different username in 2006. That user has since deleted the site, which is why you see that message. However, that address cannot be recycled, so there is no way for you to use it.
