Add image above top menu

Hi,
I’m looking to add a strip of colour above my top menu, but can’t figure out how to do it. I’m using the woothemes ‘Fashionable’ theme.
Here’s an example of what I need to do. Picture 1 is the standard layout with the black top menu right at the top of the page. I’d like to have a strip of colour above this top menu, just like the green strip in Picture 2.

Hi @ix3fqbt7, from the screenshots you provided, it looks like you are talking about a self-hosted WordPress installation using the Fashionable theme from WooThemes and are not hosted here at WordPress.com.
Since theme CSS is generally theme specific, I would suggest asking for help from the theme author directly or ask in the volunteer-based WordPress.org Themes and Templates forum.
