Add New button and Plugins are missing

  The Add New (Theme) button and the Plugins option are missing from my dashboard.

  Having gone through the WP.org support articles, I find none of them helpful because I am not hosting the site.com is.

  HELP!

  The blog I need help with is: (visible only to logged in users)

  site.com is = I am not hosting the site, WP.com is hosing the site.

  It isn’t possible to upload new themes and plugins to sites hosted here at WordPress.com, for security reasons. Those are features of self-hosted WordPress.org sites. (You can read more about the differences between WordPress.com and WordPress.org if you’re curious about that.)
