‘Add plugins’ not available

  Can someone offer any insight into why the WP backend doesn’t offer the ability to add a plugin? I’m trying to help someone that doesn’t recall having a WP.com login and I don’t know much about what developer access wp.com offers. Is there access to config.php file for example to check if this is switched off?

  I don’t have a site linked to this WordPress.com account
