Adding a fee to an order in the form of a discount does NOT update the Subtotal

    Some coupons add the discount as a fee with a negative number. The total of the order is correct, but the subtotal in the dashboard is wrong.

    Also when the fee is negative, the sales tax is not calculated on the fee.
