Adding footer / cannot find wp-content/plugins folder

  I’m trying to add a footer to my blog and am told to unzip the plug in to my wp-content/plugins folder…where do I find this folder?

  I’m sorry, your current theme doesn’t support a footer area. Please review this page to find more themes that do. Also note that we don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
