Adding Menu Bar tab

    Right now I have Home, About, and Contact on the top of my blog on the menu bar. I would like to add a tab for Recommended Resources to go along with my content. Is this adding a widget or adding to the menu bar, and how do I do that? I am using the Libretto theme.
