Adding New Plugins

  I no longer have access to the plugin drop down menu with the option to add a new plugin. I am the only user and the Administrator of this blog. How can this issue be fixed?

  You can’t install third party plugins on the wordpress.com platform unless you upgrade to the Business Plan, https://wordpress.com/pricing/.
  However a free wordpress.com has several build-in features so perhaps you don’t need a plugin, https://wordpress.com/support/plugins/#built-in-features
