Adding sticky post on another page

I am trying to place a sticky post or a message on top of one of my pages without other posts pushing it down. Is their a way to do this because I tried to by the option for sticky posts is only for teh front page… Help
Btw, my page is not yet published

Sticky posts are Posts. They are not Pages.

And yes they are meant to appear on the Front Page of your blog. -
Ok Great thanks I did read that but some explanations are confusing. So is there another way to put a message on top of one of my other pages and not have it shift/move down Is there a way that I can have a page, and on that page be able to put other topics with links to click and continue reading on another page. For example:

The ONLY way to place a “sticky” on the top of a static page is to just put it in at the top of the page. Just type it in. The Sticky functionality applies only to the main blog itself, not static pages.
It will also annoy your readers if they see the same thing everywhere. You could put it in a sidebar widget.
