adding users without pre-existing accounts

Hello,
I’m adding editors to my blog. Many of them do not have wordpress accounts. Thourgh the link in their invitation email it seems possible to create an account without a blog:
https://signup.wordpress.com/signup/en/ (it gives a link on the bottom corner that you can sign up for just a user name)
but clicking on the link leads you to a blog sign up page ( https://wordpress.com/start/site ), instead of : https://wordpress.com/start/account/user
have you a way to fix this?

I’m having trouble replicating this. If I am logged out of my WordPress.com account nd then go to https://signup.wordpress.com/signup/en/ and click that link, I get sent to https://wordpress.com/start/account/user
