Admin Bar/Toolbar: How to Enable it over all site pages

  Please tell me how to enable the admin bar to appear over every page on my site. It went away somehow and now I can’t get it back.
  These ‘Help’ articles are useless as the option doesn’t appear for me:

  You are relying on WordPress.ORG documentation that does not apply to sites hosted by WordPress.COM like this one http://tampa.cbslocal.com/

  The only relevant documentation for the site at http://tampa.cbslocal.com/ is here https://en.support.wordpress.com/

  We are not allowed to remove the admin bar on WordPress.COM hosted sites. Doing that is a Terms of Service violation. The admin bar appears on every page in the site.
