  Hi, I’m wondering about my rights to advertise on my blog, the address is: http://www.untitledwithpassengers.wordpress.com
  Do I need certain permissions or a certain type of blog to do?
  Any advice would be helpful,

  When you signed up for WordPress.com, you gave WordPress.com the right to advertise on your site. See the ToS Point 10 http://en.wordpress.com/tos/

  Beyond that http://en.support.wordpress.com/advertising/ pretty much explains it all, including the WordAds program if your site qualifies. If you need to run your own advertising, then you will want to look at hosting your site elsewhere.
