If you’re talking about the Business plan, then yes it is an annual payment.
It all depends what you’re trying to achieve with your new site. The Premium plan has most things that the Business plan has for a third of the price. Do you need unlimited storage? All plans give you the option of a custom domain. Many people manage quite happily using a free plan or Personal plan (which removes the possibility of intrusive adverts) to promote their business.

Well I want to have a website for my personal training basically but I don’t know how to start one or what to do at all me and computers we are not compatible, is possible to have my website first year on £250 and then lower it to the £85 a year after the first year?

“me and computers we are not compatible”

Having seen many others new to WordPress, personally I’d suggest that it may be sensible to mess around with your free site for a few days/weeks before jumping in with the most expensive plan WordPress.com offers.

Give your site a title, fill in the “About” section about yourself and your business, add some blog posts with photos and slowly replace the placeholder templates with your own stuff. Upgrading to a paid plan doesn’t magically change anything, it just gives you the option to customize your site even more but there is already a lot you can do with a free plan. When the site looks presentable enough then you can look at upgrading to a paid plan with a custom domain.
