allowing only one click on a link per day per person

  Hi,
  I am thinking of signing up for a WordPress business package, but before I do that, I need to know if it is possible to incorporate the following feature: A page with a button that links to another page but each different person (or should that be IP address?) that visits the site can only click on the button once per day. (I also need to be able to count how many clicks per day have happened.

  I’m afraid that is not functionality that WordPress.com offers.
