"anyone can register" does not appear on my settings> general screen

Hi,
I have created three blogs with the intention of having my students contribute to them.
One of my colleagues uses WordPress and rather than having to add every student manually, he can send them to this link: http://history.lsa.umich.edu/318/Forum/wp-login.php?action=register where they can enter a username and e-mail address and a password is automatically e-mailed to them. When they log in with that password, they are automatically assigned to the “author” role.
He says he did this by selecting “anyone can register” in the settings menu. I see this option here: http://codex.wordpress.org/Settings_General_Screen
But it does not appear on my settings general screen. Has it been moved somewhere?
I am running the most recent version.

That link is to a WordPress.ORG install instructions. There are two flavors or WordPress .COM & .ORG. Your site here is .COM and as you just found out there are some differences between the two.
You would need to add each student individually and they will need an account but not a blog. Once they have an account then adding a person is fairly quick, you might think of setting up a computer in your classroom for the students to use to set up an account or have them set up an account on their own and email you the information then you just copy and paste it into the users section.
