Appearance > Theme Options > Drop different blocks > no access to dashboard ?

  When I go to Appearance > Theme Options > I follow ‘ Drop different blocks into their place’ and repeatedly get ‘user richardbutlerbowdon’ ( my user name) cannot access the dashboard requested ‘ and I am already in dashboard ??!! very frustrating .. please, what to do ?

  When I go to Appearance > Theme Options > I go to ‘Drop different blocks into their place’ drag then drop and always get ‘user cannot access the dashboard requested’ very frustrating . please .. what to do ??
