Appearance, user, theme tab don’t exist

  I have an administration role, and I am trying to work on a WP Version 4.9.15 site that has been created by someone else.

  Why do i not have an appearance, user, theme tab on the menu bar? Is this maybe only visible to the person that started the page?

  I am trying to edit, but cant seem to find out where I can do it? How can I add these functions?
