assign a record number to a form

Would greatly appreciate your suggestions on assigning a record number to a form. I am designing a custom form which will be accessed by all my customers. Each customer provides information on the form and then clicks submit button. I am trying to assign a record number each time the form gets loaded. The record number should increase to next number after the submit button is clicked, and this next number should appear when the form loads up. I hope I am clear in describing this. I can provide more details as this is my first project and am new to wordpress form designing. Will be glad if there is a plugin that does this for free. Thank you so much.

This isn’t possible on a free wordpress.com website as this requires a lot of PHP scripting. A lot of form plugins, only allowed on the Business Plan, have this feature already.
