Attempting to permanently delete our blog, but having issues

When we try to permanently delete, we get the ‘cancel your paid upgrades’ message, but upon visiting the ‘manage upgrades’ page, none are listed.
I think we could fix this from the Owning account but we have lost access to it, including not knowing what email address it is under. If we could get restored access to the Owning account or if someone at WordPress could delete the site for us, that would be great.

If you are the owner of the other account, we can try to assist you regaining access. Since that account is the owner of the upgrades, we’ll need approval from that account to remove them.
Is it possible for you to look page into your bank statement records for when you purchased any upgrade for that site and retrieve the transaction ID? If you can find the ID, that will suffice as proof of ownership.

Unfortunately, we have had turnover in the management of this blog and we do not have records of what email address the owning account is under. If we knew what email address it was under, we would likely be able to regain access on our end but we have not been able to locate it.
I am not aware of any upgrade purchases that have ever been made for this account. Would the transaction ID be anywhere else?

The transaction ID would be on any invoice that you would find on the receipts here:
https://wordpress.com/me/purchases/billing
However, you also need to be the owner of the site in order to access those receipts.
I want you to reach out to our account recovery team and tell them what you told me in this thread. They may be able to help you further in this situation – we come across this quite a bit.
