AXLZNE error when upgrading account

  I am attempting to upgrade my site – accesslegalenglish.com from free to premium and repeatedly receive this error AXLZNE. The visa credit card (associated with a major US bank) is in good standing with plenty of available funds. The card is from the USA, but I am currently residing in Thailand. I have attempted to use my current Thai address as well as the USA address listed with the credit card – neither works. Why is wordpress refusing to accept my payment? I have another card I can use, but prefer to keep my business-related expenses on this credit card.
