background behind the title and tagline

    Hi. I’m using the twenty seventeen theme. Is there a way to add a background block just behind the title and tagline so that as the title moves up when the user scrolls down the page, the title text always has that block behind it? I ask because the header image that I’m using has lots of different colours in it and as the title moves up over it, it becomes hard to read the text.
