backward/previous page and forward/next page

How can I add two buttons or clickable links in the heading at the top of a page so that the reader can go back or jump forward to the next page.

Pages don’t typically have next/previous links, as pages are assumed to be static pieces of content on your site that doesn’t need to be read in any particular order, unlike posts which are ordered based on their publication date, and for which most themes display previous/next links, usually at the bottom, by default.
So the only way to do this is to add buttons in the page editor itself using the block button, and on each page manually link each button the pages you consider to be the previous and next one in each case. You’d need to repeat this process for every page, and add the exact URLs of the target pages to your buttons.
