Best Place for CSS?

Hello there. I have used WP quite a bit, but now I am building a whole website on my own. And the one thing that confuses me is the best place to put all my CSS.
I understand about child themes and how to enqueue CSS pages. I just get a little confused because there are so many places to put CSS. I can add modify a theme’s (child) CSS, I can add a CSS page, I can put CSS in the WordPress Customizer’s Additional CSS panel, I maybe more I am forgetting.
I don’t think I understand the overall concept. Please help me out.
1) I want to control the styles (via CSS of course) over my whole site.
2) Sometimes, I will have limited time promos or events that need special CSS that can be deleted when the promo/event ends. I would want to use those same special limited-time styles on the home page, on the events page, and any other page where promo is set to pop up.
I want to manage my CSS with control and simplicity.

It is possible to have complete control over the CSS of any WordPress.com site (using the Additional CSS panel) but to do so you will first need to upgrade to our WordPress.com Premium Plan
The ability to customize CSS is not an option on free sites on WordPress.com.
