You can start a new site at any time here: https://wordpress.com/start/
You can have as many sites under this account as you wish, and can manage them all by switching from one site to the next. There is no need to log into each site individually. If you wish, once the project is over you can transfer ownership of the site to your client by following the steps here: https://en.support.wordpress.com/transferring-a-site-to-another-wordpress-com-account/
