  Sometimes your bank may block the transaction, even if your card works for other purchases. If your PayPal is connected to the same card, the effect will be the same too.
  Please contact your bank to confirm that they are not blocking transactions from WordPress.com. Also, make sure that your card is valid for online and international transactions.
