Billing issue

    i need help getting started my account said i have free plan when i clearly set up premium plan and was charged on my PayPal by automatic inc also i need to know how people will be directed to my website can they just type in my domain name and my website pop up i thought this is why we get a website but i type in my domain i purchased from WordPress and it cannot be found
