Billing region

  Hi there. I have had a few customers that can not check out because it says the ‘billing region’ is invalid. That has happened for Paypal and credit card payments. I have even tried to set up an account for the one customer but with no luck. What is causing this error?

  Are these customers all in the same area? Or is it happening at multiple locations?
