block editor unpredictable

  With the new block editor sometimes my short codes are not expanding and sometimes they do and I really can’t fathom the logic. Is there anyway to disable the ‘intelligent’ block editor and let me just type text and html like I am used to please?

  actually the problem page is here: https://melahi.online/wordpress/world-political-stage/agenda-2030/ towards the end are two short codes that are not expanding and so I put the same code in comment where it does work again.
